“…in its role as an Advisory Body, ICOMOS must speak with one institutional voice, in a balanced and coordinated way that reflects broad international experience and expertise. Moreover, in order to maintain the credibility of its institutional advice, that advice and the process for formulating it must be demonstrably free from bias or influence.
